دبلوماسية ثانية

الدبلوماسية الثانية هي الدبلوماسية المبنية على الاتصالات والأنشطة غير الحكومية وغير الرسمية بين المواطنين الأفراد ومؤسسات، وهي ما يسمى بالجهات الفاعلة غير الحكومية.[1][2] في حين أن الدبلوماسية الأولى يمكن تعريفها بأنها السياسة الرسمية التي تمر عبر القنوات الحكومية.[3]

فالنوع الثاني يمثل سندا للجهات الرسمية يساعدها على إدارة وحل الصراعات من خلال استكشاف الحلول الممكنة المستمدة من الرأي العام ودون المرور عبر الطرق الرسمية مثل التفاوض أو المساومة لتحقيق المكاسب.[4] ويصف بعض المحللين التعاون بين الجهات الرسمية وغير الرسمية في حل النزاعات بالدبلوماسية المشتركة (دبلوماسية 1.5).[5]
