Looking at some of the references in use in numbers of the articles created by this user here, I believe that I am seeing what may be paid editing among some reasonable contributions. We see these sort of sources in some of the blackhat SEO type articles at enWP, and I see some of this stuff at Wikidata for non-notable people. Obviously my language skills are not suitable to promise that it is problematic, though I don't want to ignore behaviour that would be problematic at other enWP.
